PayerGroups identify the payers from which the clinics receive payments. A single PayerGroup may have several PayerPlans which
belong to it. Having a single PayerGroup for several similar PayerPlans allows changing of information in a single place and
having it apply to all associated PayerPlans.
When a new PayerGroup is added, a new PayerPlan with the same name may optionally be automatically added
